ONE-SIDED CONTRACT
Madagascar's head of state Albert Zafy, National Assembly president Richard Andriamanjato, and energy and mining ministry director-general Sylvestre Panoel Randriamanana signed a protocol of agreement with International Capital and Securities Exchange Inc (ICSE) on August 10, 1993 granting the company an option on "exploration and production permits for gold deposits in Madagascar for a period of twenty-five years".
