While the agreement signed on August 7 in Rome by Mozambique's President Joaquim Chissano and the leader of the rebel Renamo, Afonso Dhlakama, suggests there may be elections held in the next few months in Mozambique, some sources believe that the Mozambican government, dramatically short of money as it is, decided to dip into the funds earned by Mozambican emigrants working in South Africa.
