Where to get the billions of dollars to develop LNG?

Mozambique’s gigantic offshore LNG projects are constantly being put back. ENI seems to be ahead of the competition with its FLNG project but the Italian major nevertheless faces the same problem as Anadarko, the other operator in the zone. How is Mozambique going to find the tens of billions of dollars it needs to meet its share of the investment costs?
