The Chinese company Poly Technologies plans to complete the Allada barracks, set to headquarter the general staff of Benin's armed forces, in September 2021. The project, which has fallen behind schedule, is just a small component of a vast defence contract between Benin and China driven by President Patrice Talon and his eminence grise Olivier Boko.
