Dysfunction stymies cash-strapped UN probe team

Like most other UN entities, the mission investigating atrocities in Sudan has fallen victim to budget cuts and is struggling to document crimes committed during the country's civil conflict. The absence of detail on arms flows and the war economy in its reports complicates the task of imposing sanctions on foreign supporters of the belligerent parties.

While the investigation into the causes of the explosion of the Turkish tanker that occurred off the coast of Dakar in late November continues, a low-key trading company based in Dubai has approached the Senegalese authorities to offer its services to help smooth over the situation.

The former Senegalese president has embarked on a low-key trip to Madagascar, where he was received by the head of the junta. Campaigning to succeed António Guterres as head of the United Nations, the ex-leader is taking the opportunity to hold a series of political talks and business meetings.
