During his 13 years at the head of the presidency's powerful interception centre, French ex-foreign intelligence official Jean-Charles Solon built and controlled an entire ecosystem of partner companies and subcontractors, around the Gabonese administration, fuelling suspicions of the centre's gradual privatisation.
