From Douala to Djibouti, IOG on the lookout for African carbon dollars

President Ismaïl Omar Guelleh has enlisted the services of a businessman to set up a system for collecting carbon contributions from polluters, known as the Africa Sovereign Carbon Registry. Several countries are following suit, attracted by the promise of this lucrative scheme.
