Secret Dabaiba letter sought to block Bathily nomination

The Libyan prime minister tried to prevent the Senegalese diplomat Abdoulaye Bathily from being appointed right up until the last minute. On 1 September, he addressed a letter to the Security Council in which he stressed his "reservations" about the appointment.
