European Union diplomats are working to implement the European Commission president's policy in North Africa. The adoption of the Mediterranean Pact in November reaffirmed the key pillars of this strategy, which focuses on managing migration flows, regional security and economic development.

The European Union and 12 southern Mediterranean states endorsed the Pact for the Mediterranean in Barcelona on 28 November, redefining the foundations of their cooperation.
