ANC vainly hopes to pass expropriation bill ahead of party conference

The first house of the South African parliament adopted a bill to allow land expropriations without compensation on 28 September. The African National Congress would like to trumpet this success at its national conference in December, but the clock is ticking and several hurdles stand in the way of it being promulgated in time.
