Dakar's bid to rework its debt causing concern among creditors

The forthcoming restructuring of the country's debt, just announced following an agreement with the IMF for a loan of $2.2bn, is a problem for some of its creditors. The scope of the operation, which would exclude part of the state's external liabilities, is far from universally supported.
