NOC dangles carrots in hope of striking deal with Halliburton

The Libyan National Oil Corp is working hard to seal a deal with Halliburton for the exploration of oil fields needing rehabilitation in the east of the country. But the involvement of a curious third party is staying the US oil services giant's hand.
