Belgian top diplomat pushes military cooperation strategy in Cotonou

Forced to cancel a West Africa tour amid mounting international tensions, the minister has not abandoned plans for a visit to Benin in the coming months. This comes at a time when Belgium is quietly expanding its military footprint in the country.
