Since arriving in power in 2015, President Filipe Nyusi has little by little restructured his diplomatic corps, which serves as a vital tool for conveying to the international community justification for the army's lack of results in the conflict-hit region of Cabo Delgado.

The national army's disastrous handling of the Islamist insurrection in Mozambique's Cabo Delgado province since 2017 has forced President Filipe Nyusi to gradually overhaul his diplomatic corps in order to convey the "right messages" to leaders in Africa and the West. The FRELIMO party that has ruled the country since its independence from Portugal
