When the Portuguese press revealed in early November that an investigation was under way into a diamond trafficking operation involving Portuguese troops serving in the UN MINUSCA mission in the Central African Republic, the foreign ministry in Lisbon found itself with a major communications crisis on its hands. The affair will not, however, disrupt
