As the rival governments in Tripoli and Tobruk negotiate fiercely over the creation of a national unity government, two blocs are fighting for control of the Libyan Investment Authority (LIA). The first, which is backed by Tobruk, is led by former Aref Ali Nayed aides in the Libyan Stabilisation Team set up after the revolution. But it faces a counter-offensive by the two Central Bank of Libya veterans, Abdulmagid Breish and Al Seddik Omar Al Kabir, who are backed by Tripoli.
